Indonesian Frozen Fish Quality Standards: What Importers Should Verify Before a Lot Is Loaded
A tuna's organoleptic score can fall from 7.98 to 6.43 after changing hands only three times on land — before the fish ever reaches a freezer. This guide explains which numbers matter, where they come from, and how to read them when you evaluate an Indonesian supplier.
Frozen Fish Quality Is Decided Before Freezing, Not After
Freezing does not improve quality. It holds the fish at whatever condition it had reached the moment it entered the blast freezer. That means the freshness you unload at your destination port was determined much earlier — in the first hours after the fish left the water.
So the measure that matters most is not the cold store temperature on its own. It is how long the fish travelled, how many hands it passed through before freezing, and what its organoleptic score was on arrival at the plant. Those two figures are what we control, and what we open up to every buyer.
Field Evidence: Quality Falls at Every Link in the Chain
A 2024 quality study on tuna (Thunnus spp.) landed in Gorontalo, Indonesia, tested fish from the Tomini Bay fishery at three points in the distribution chain: straight from the fishermen, at the fish auction market, and at retail. Three fresh tuna of roughly 50 cm were sampled at each point, scored by fifteen trained panellists on the 1–9 SNI score sheet, and analysed with the Kruskal–Wallis test.
The pattern speaks directly to export buyers.
Average organoleptic score by point in the chain
Fresh raw material threshold = 7.0Bright eyes with a clear cornea, red gills, transparent surface mucus, firm and elastic texture. Comfortably above the threshold.
Exactly on the line. Eyes still flat but the cornea slightly clouded, gills a duller red. It passes, with no margin left.

The drop from 7.98 to 6.43 happened with no processing step at all. It came purely from distance, waiting time, and minimal temperature control along the road. At the retail point the fish were simply held in the open air, so the decline accelerated.
Losses along the route from landing to consumer run to roughly 35 per cent, and the distribution chain alone accounts for about 10 per cent of that. Every hour, and every extra pair of hands, carries a cost.
The Six Organoleptic Parameters and What Each One Tells You
The SNI organoleptic test scores six parameters separately rather than producing one blended figure. That matters, because a single low parameter points to a specific handling problem you can ask about directly.

Look at the odour row. It falls below 7 earlier than any other parameter, even while the overall average still sits exactly at 7.00. Because odour is both the earliest warning and the hardest thing to capture in a photograph, we assess it physically at raw material intake and record the result lot by lot.
The Standards Behind the Numbers
Three layers of regulation support one another, and a serious supplier can explain all three without hesitation.

The strength of this framework is its reach: Regulation No. 57 of 2015 puts catching and distribution inside the scope of quality assurance, not just what happens on the factory floor. Cold Chain: Delaying Rigor Mortis, Not Reversing It
Once a fish dies it passes through rigor mortis: the body stiffens for a period, then the flesh softens again. After rigor has passed, bacterial spoilage proceeds openly. Chilling from the first minute extends the rigor phase and therefore extends shelf life, which is why handling on deck is the single most decisive factor in the quality of the fish that eventually gets landed.
In export practice this splits into two temperature regimes.
Mackerel, skipjack, milkfish, squid, shrimp. Core temperature held through storage, stuffing, and the voyage.
Premium tuna loin and saku. Holds back myoglobin oxidation so the colour survives all the way to discharge.
Temperature is most likely to move not inside the cold store but during two brief moments: the transfer from vessel to sorting floor, and the minutes spent stuffing the container at the port. The temperature records we hand over cover both, not just the warehouse chart.

- Is the raw material taken directly from partner vessels, from the auction market, or from a second-tier collector?
- What was the organoleptic score of the raw material at intake, and who assessed it?
- Is a score sheet available per lot, rather than a blanket claim of grade A?
- What is the product core temperature at stuffing, and is a data logger placed inside the container?
- Is the processing plant HACCP certified, and can its approval number be verified?
- Can a KIPM health certificate be issued for your destination port?
- How is the agreed specification documented and maintained all the way to the discharge port?

Documents That Travel With Every Shipment

Questions Importers Ask Us Most Often
Does an organoleptic score still matter once the fish is frozen?
It matters as a record of the raw material. The score is taken on fresh fish before freezing, and that is the highest condition your frozen product can reach. After thawing, quality will not exceed that point — which makes the intake score a useful ceiling to write into a contract specification.
What minimum score is reasonable to specify?
Seven is the SNI threshold for fresh raw material: a floor, not a target. The Gorontalo data shows fish taken straight from the fishermen reaching 7.98, while fish that had passed through a single intermediary had already slipped to 7.00 with no margin. Because we source directly from partner vessels, a specification above 7.5 is a reasonable standard to set.
What makes quality consistent from one shipment to the next?
Consistency comes from upstream handling. Intrinsic factors such as species, size, and age are set by nature, while extrinsic factors — catching method, landing, icing, washing, chilling, and freezing — are entirely controllable. Standardising those six treatments and recording them per lot is what makes each shipment repeatable.
Which parameter gives the earliest warning?
Odour, then texture. In the study, the odour score had already fallen to 6.20 while other parameters still sat between 7.00 and 7.40. An off odour signals trimethylamine and ammonia forming, and softening texture signals that bacterial proteolytic enzymes have started work. Both are checked physically before raw material is accepted and frozen.
